The Former President's Woke Alarm Misses The Continent's True Threat: Technological Decline.

The recent US security policy document presents a misguided view of the European Union. It claims that unrestrained immigration and what it terms "woke" policies represent an grave risk to the continent's identity. However, this perspective is based on a fundamental misinterpretation of the situation. The true challenge facing the EU is not societal but technological and economic backwardness.

The Stark Growth Gap Separating the US and Europe

The data paint a stark contrast. From 2008 and 2023, US GDP surged by 87%, compared to a mere 13.5% growth for the European Union. Over this period, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now has a higher per capita income than major European economies like France and Italy.

Today, about 50% of the world’s 50 largest technology firms are US-based, while only four are from Europe.

The Innovation Shortfall: A Critical Question

This widening economic gap is driven by superior efficiency gains in the US, largely due to breakthroughs and better use of resources. The landscape of world technology leadership is overwhelmingly American. In the last five decades, 241 US firms have scaled into companies valued at more than $10bn, compared with only fourteen in Europe.

This gap prompts a vital question: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, what is the EU positioned? Most analysts agree it is essentially a contest between two between the United States and China, with Europe entering at a significant handicap.

Underlying Factors of the Continent's Technological Lag

Several major factors explain this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic network for funding startups. The EU still lacks a true capital markets union, a factor that limits the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hamper European business. A US startup can introduce a product under one set of laws to access a consumer base of over 330 million. The EU, despite a larger population, is divided among twenty-seven different national systems, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Hopefulness

In spite of these challenges, there are causes for optimism. Policymakers are increasingly aware of the existential challenge and have started to advance substantial change. Key reports on EU competitiveness and the single market highlight the necessity of sweeping changes.

With the right incentives and rule changes, Europe's strengths could support far greater degrees of business-led breakthroughs.

Europe still possesses considerable advantages: skilled workforce, excellent schools and universities, and world-class labs. Coupled with a large internal market and substantial household savings, these foundations could trigger a new wave of venture creation.

Crucially, even if the EU does not take the lead in creating next-generation technologies, it can still dramatically boost economic output by adopting and adapting innovations from elsewhere.

An Inflection Point

Europe now faces a critical crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. But, if it fails to take decisive action to address its structural weaknesses, today's slow erosion could turn into a sudden and irreversible loss of global economic relevance.
